Yeah, he must have - and it must have played its part in drawing his attention. I wonder who else he looked at, and if he got anyone else from that list to work for him in other capacities - maybe people who served their sentence without the Regent trying to screw them over?

Hm, I wouldn't want him to have too many spies in Dixing -- that would feel wrong to me. But I can imagine him networking or making connections with one or two key people, maybe in the archives? People who share his interests/values -- and then corresponding with them. Maybe they retired (or were forcibly retired) just before canon, and that's why he doesn't have such a clear idea of how things are down there...

Are there any other reasons he might want someone in Haixing?

Doesn't have to be a spy. Why shouldn't the Envoy have staff in Dixing? (He has a seal and stamps paperwork for the SID; is there paperwork to deal with at the palace, too?) But yeah, making connections with people and corresponding with them would make some sense, even if he doesn't share much with them.

I don't think he'd have someone else in Haixing.

I guess I see his role as being very Haixing-based, and all the palace stuff being under the Dijun's/Regent's jurisdiction. So the Envoy would have connections in the palace, but none of them would be working for him per se. (And if he did need a clerk or something, he probably wouldn't recruit a felon for that.) But it's hard to tell -- we see so little of the Dixing bureaucracy that it's open to interpretation. On the face of it, it looks like the Dijun is doing all the paperwork!

I wonder how many of the Regent's more questionable decisions get committed to paper/are put on the record...

Yeah, it's true, we don't actually know very much! You could plausibly make it work in very different ways for fic purposes.

Good question about the Regent! I honestly don't know what I think.
