IIRC it's the info sheet on him Shen Wei is staring at in one of the early eps. I agree I'd rather he were older than Shen Wei, around 35 or so, though I guess 28 works better as a newishly-minted maverick of a department head. (And if he's older, Shen Wei's paperwork is still handled by Zhao Xinci.)
