Twenty years ago, Zhao Yunlan was about eight, which wouldn't be too far off his age in the first of the "Shen Xi yells at Zhao Xinci about how he ignores their son completely" flashbacks, thus Zhao Xinci could easily be the head of the SID. (Though my ability to estimate ages isn't that great. We do see a prop state Zhao Yunlan is currently 28!)
