because the large round fan-shaped thing is not where the cold air is coming from! The actual vent is on the opposite wall and much smaller.

It's been so long since I've watched this scene I'd forgotten and selected this option, but now that I've been reminded, I think I may have had similar thoughts to you originally. Oops!

(I'd forgotten, too. In fact, I've never been very sure where the cold-air vent is in relation to everything else. We mostly get it in close-up, I think?)

Aesthetics! Impressing the sponsors! Actual lab science doesn't necessarily look that impressive to the layman. I bet that's why all the weirdness at the Inspectorate's lab, too, though it's not sponsors they need to impress there so much as politicians. *g*)
