Like green says, Zhang Shi reports he was born 9,900 years ago, and that Ma Gui was his teacher (which - given human lifespans - puts the oft-reported "10,000 years ago" more at 9,920 years ago *g*).
Unless, of course, the implication is that creating the Hallows impacted Ma Gui's lifespan (or he became an "energy being" or whatever Zhao Yunlan was going to be during the ending that got cut, and spent some time in Dixing as a mentor).

(Probably, because another explanation for Da Qing's long life might be the nine timeless lives cats seem to have - catgirl also doesn't appear to age. So, really, we have all the possibilities! *g*)
Still, given the time span involved and the fact it is not mentioned elsewhere that Ma Gui lived a particularly long life, I tend to assume the more likely option is that people just round up to 10k years. I think I would, rather than talk about 9,920 years all the time. ;-)

Zhang Shi also says he is the only Dixingian who stayed behind on Haixing when the others left after the ratification of the treaty, so Ma Gui definitely taught him on Haixing.
I also don't think Ma Gui would have left, even if he did grow very old; given the sad state of humanity after the war, they would have needed his leadership very badly! But that, of course, is only conjecture!
I've always thought that Da Qing's long life span is a combo of the cats have nine lives thing plus touching the hallows plus maybe Yashou naturally having longer life spans than humans anyway.
And I totally agree with you re: the rounding up. It's just easier to say that way.
