He probably recruited Chu Shuzhi just so that he could minimize contact with the SID further without feeling like he was neglecting the job.
That could work. Chu handling some of the liasing would help a lot with why they might not have met each other previously.
I have no idea if they were originally meant to have more episodes, but it really feels like the weird vibe of the expedition plot being dropped / resolved insanely anti-climactically probably has some Doylist reason (a shorter season; budget issues; censorship-required rewrites that changed the focus of the second half). A bunch of eps being cut would certainly do it - good theory.
