I'm unsure whether there was a united leader between Fu You and the present; the show implies not (the twig of leadership was still with the snakes), but also, they'd likely have forgotten the institution if not. Then again, there's a perfect representation of Ma Gui on Minister Gao's wall. I guess people's memories are just longer around here.
