Extinguished = not functioning would make a lot of sense! But it must be somewhat functional? Because it works with the other Hallows to open the wormhole and the communications window, right? Maybe in combination it's strong enough to do some tasks, but individually it's too weak to do much until it's complete?

(My memory might be wrong here; I kinda blitzed through my first time watching and I haven't gotten to this far yet in my rewatch.)
