Maybe Haixing has two official languages, but the actual speakers are mostly clustered in two different areas/on different continents.
(I am now having flashbacks to mandatory Swedish classes. Brr.) Two official languages plus significant geographical separation between the two speaker groups would explain a lot of things! I shall have to keep this in mind when writing about Totally Not China Haixing.
