No, solar time is when the time zone depends on the sun, i.e. changes by a few minutes every few kilometers in the west-east direction. Basically the time the Sun is at the highest point of its arc is noon. Saudi Arabia used it at some point, but eliminated it because it's hilariously inconvenient.
