Ohhh, that could work too, and it could also be just for show. Since the story goes from dethroning the old dictator to Sang Zan turning into the new dictator, I could see them both trying to have some ceremonial 'proof' that they actually speak for the people.

Yeah, I think so too! The only reason why zapping Zhao Yunlan could be worse is because it's the first time he messed up and that's scary, but otoh messing up AGAIN is kinda inherently very bad, and then there's the total lack of reassurance this time, ouch, poor Xiao-Guo. Though I love that when he's crying after this scene, it's not because he just got yelled at, it's because he's having feeling about Wang Zheng and Sang Zan's love story. :D :D
