My impression, completely not supported by anything other than this one line ("As a King of the Gui, he was born to stand among the sages."), and therefore possibly completely wrong: The sages are the leaders of each ~species~? (The gods too - there are gods who are not sages?) It would make Ghost Face one of the sages too, since both of the Kings of the Gui were equal.
