They've already determined the book comes from the Netherworld, so why would they stop at the upstairs shop?
They start off saying it came from Antiques Street, so I thought they meant the shop there had been responsible for smuggling it in. Even if the book originated in the Netherworld, that doesn't mean it was bought there -- it might have been purchased aboveground. IOW, I clearly didn't follow their reasoning particularly well.

Okay, but someone still had travel to the Netherworld to write it, right? Is there, like, tourism?
Yeah, they seem to be just tools of the trade, you know? He's been down there before; he's expected to have to go there again; of course he has what he'll need for the task.
I guess I wanted to see him stock up, or at least check his pockets. He's not even wearing his own coat.
