Is there a meaningful distinction between those? Unlike the gods who walk around being people and peeing on people, the Heavens are kind of an abstract force here.

keeping things imperfect but stable, because peace is so important to him -- and that stance is part of what attracts ZYL to him, I think.

Yeah, that would make sense! He meant well in what he gave to Xiao-Wei, but that's a LOT of responsibility and duty that he placed on him without even asking (not that either of them would have understood at that point what it would be like to live with it for so long).
This reminds me of his dream at the end of ep 10 (which I still don't really understand)
