But in this case Shen Wei has explicitly said that he doesn't actually live in his apartment ("I only stop by here occasionally, and rarely for long when I do."), so I somehow filed this under something different than going through someone's lifetime's worth of potentially sentimental belongings and deciding which ones of them can go.

From what I've seen, it's really common (and possibly expected) to buy all new appliances when moving into a new home. It's part of setting up house. (Do not quote me! My sample size is tiny!)
*searches a little* This website says, "Buy new brooms and mops. Because you are moving into a new space, you will not want to “sweep in your old troubles” with the broom from your last house." -- so it's not just appliances. (Why are search engines so terrible these days, ugh.)
