I think the Merit Brush does both - it can be used for your own gain, but it's also the thing that records merits for everyone by default. ("Every living person has a corporeal soul connected to the Merit Brush. Every merit and every sin, past and present, is recorded on this soul—merits in red and sins in black.") The gui thing from what I remember is a bit more complicated for unrelated reasons? But otherwise yep, you're right! :) I only meant that in a world made by gods, the gods are partially to blame for how they made it. But in the end it is a law of nature in the same way it would be in a world without gods (except then you have no one to blame :P).
