I figure they think they really REALLY can't afford the loss of morale that would result from everyone knowing the Rebel Leader killed real!Kunlun - that they truly believe that becoming public may risk their chance to win the war. But future!Zhao Yunlan during their first videocall told them they'd win the war, so if they don't win, not only do they lose, the entire timeline gets disrupted. So Zhao Yunlan impersonating Kunlun solves both these problems.
