What changed, that he didn't destroy it before?

Any number of things: the Regent noticed it was missing and (I'm assuming?) sent the palace guard out looking for it, the Envoy came to Dixing looking for it, Zhao Yunlan came to Dixing looking for it... It makes sense to me not to destroy a potentially valuable/useful item until pushed, you know?
