Hm, I think it's that, maybe particularly given they have Dixingren and Yashou on staff, Zhao Yunlan is supposed to be supervising closely, not leaving them to act independently on their own. Maybe that was even a condition of having Chu Shuzhi at the SID. Either way, that seems to be the approach Zhao Xinci takes when the Bao Laosan case starts up?
