They showed CSZ, GCC and Ye Huo having been kidnapped, but that's later. Maybe all the visions to date are building up a picture of the Hallows' reliability? If they know all these things that ZYL knows for sure actually happened, then the other things they show must come true too?
As you say with letting Zheng Yi go, he seems to think the audience doesn't matter and Shen Wei should be doing it in front of the SID.
I guess the Envoy saved Wu Tian'en in front of the rest of the SID, and here GCC is quivering with the urge to defend Zheng Yi, so maybe it could be like that again. Maybe the Envoy could unbend a little and they could find a third acceptable alternative. It's really the splitting up of the two that's the concern, isn't it? (No one at the SID actually knows anything about Dixing except CSZ?) So... what if the Envoy offered to take Tan Xiao along, too? (I'm speaking from the SID's perspective, not from an objective standpoint.)
I wonder why Zhao Yunlan doesn't seem to be concerned about his superiors finding out he's breaking the rules - not until the Department of Supervision turns against the SID. He seems very confident he can handle it.
Maybe he was led to believe the SID chief role came with a certain amount of discretion, only ZXC didn't expect him to use the discretion in quite this way?! ;-p (After all, ZYL's other title is Lord of the Guardians -- that's pretty grandiose. It should come with some clout!)
I mean, it depends on where/how Shen Wei reunited them. They might just have arrived back at Guangming Road, for all we know. *g*

Or absolutely random speculation: maybe dead scientist guy (Zheng Yi's stepfather) knows someone in the DoS lab and let something slip during their phone call.
