I read this one differently, I thought Zhao Yunlan was simply pissy that the Envoy didn't arrive until after the fight was over and Professor Shen had been thrown off a roof.
Huh, this is interesting! Though I'd like to point out that Zhao Yunlan didn't yet know Professor Shen had been thrown off a roof here. He's also sort of relieved that the Envoy departs, though that might just be gladness that Guo Changcheng didn't cause a diplomatic incident.
