I think they partly just wanted to put a neon sign that said "This character is important" over Shen Wei's head, and add to the mystery, but yes, it would indicate a more cat-and-mouse vibe! As well as more suspicion on what Dixingians are, and whether the Envoy can be trusted. I suppose the end result worked on a more meta level, of first impressions not always being something to trust.
