I always thought so, but you're right she could have had it for a while. That could be a reason for her not speaking. I did wonder for a bit if her killing her stepfather wasn't the first time she used her power. Because IMO she seems to know what she's doing. It's not an uncontrollable outburst of power like in Ye Zun's case for instance.
Also, I think the scene where the Envoy holds out a hand, and she takes it, foreshadows the scene where Ye Zun takes Shen Wei's hand at the end. (Same black-and-white colour scheme, too!)
