Oh yeah, it's definitely used as a verb, I just tend to find that the noun meanings do influence the verb meanings or vice versa (courtesy of, I think, Chinese generally making generative sense with its character combinations).

And even if you go with something from the second meaning group, like 'gather', there could easily be a hint of suggestiveness there - gathering can be for good or nefarious purposes, after all.
