Dragon City itself sometimes feels like a it shouldn't be over 500k people at most, from what we see on screen, and I could buy as low as 100k As someone who's lived in several 100k to 500k cities (and visited many more), Dragon City feels much, much larger in every way but the unmentioned public transit system. *g* (I could buy it as million-ish based on the feel and such matching the feel of million-person cities I've visited.)
And as for Dixing's populace, the intro narrative mentioned that there are fewer Dixingians than humans. They seem to live in one city only, so a city-state-sized populace would make sense.
