I'm pretty sure every Dixingian save the Lord, Regent, and Envoy (and palace guards) is in something smuggled from the surface. I think there was also some speculation that Zhu Jiu might fund his criminal activities by smuggling things, which would also give him a network of contacts to use to get people to throw themselves against the SID.
