Question: Lord Black Robe?

Is there an equivalent to 'Hei Pao Shi' for the phrase which is translated as 'Lord Black Robe' rather than 'Black Robed Envoy'? Am I just imagining this? I swear I've seen it before, but I can't find it.

In ep 4 (38:40) Zhao Yunlan calls him hei pao shi daren which is I think the most lengthy form of his title.
