No, I think it's 1) he voices his worry about Li Qian (which is half worry about her well-being due to possible energy shenanigans after using the sundial, and half worry about how the SID will deal with her now she's come to their attention), and then 2) when ZYL calls him on meddling in Haixing affairs, he admits to the part that's acceptable for the Envoy to worry about.
(One of those times it would be really helpful to fully grok the original lines rather than relying on subs, I think.)
